KoolReport provides you a way to construct report and various important components of a report. However, you will need to glue those components into your own report application. You will need to develop your interface to let your non technical users choose the table and fields that they want, together with ability to select columns for filtering, grouping and sorting. It is kind of hard to find ready-made solution so I suggest you look for a dev team to work on it.
